Yes, RUp™ Publishing does do site construction. As a matter of fact, that is where RUp™ Publishing began. RUp™ Publishing will create a site for you, if a fee is payed. However, the fee will not be made available, until the amount of work needed is layed out. A flat rate fee, or an hourly fee may be worked out.
